Rafa's 'Parting Gift' Augment will fail to spawn grenades as intended, but only in specific locations across Kairos. These locations include Terminus Range, Terminus District, Idolator's Noose, Dissected Plateau, DCN Feuermann, and the Demon's Domain map.
