Selecting Back When Viewing a Popup Closes the Entire Menu

When attempting to dismiss a popup, the entire menu closes instead. Some examples of this include:
- Vending Machine - "Sell Equipped Item"
- Specialization - "Loadout Incomplete"
- Respec menu - "Confirm Changes"
- Bank / Inventory - "Deposit Equipped item?"
- Bank / Inventory - Inspect Item
