PC: Activating V-Sync and Frame Generation Decreases Performance with Low Refresh Rate Monitors

PC users who activate V-Sync and turn on Frame Generation while using a monitor with a low refresh rate can potentially notice increases in input latency, frame skips, screen tearing, and a decrease in overall game performance. Rare examples have also been observed on PCs with 60Hz monitors.
