Epic Games: Super Deluxe Edition Owners Can't Access DLC Content
We're receiving reports that players who own the Super Deluxe Edition of Borderlands 4 are being prompted to purchase the DLC again to access the new content.

We're aware that Super Deluxe Edition owners on the Epic Game Store are having trouble accessing Story Pack 1 content. A patch to Borderlands 4 will be released for this soon to correct this.
