"Limit Framerate" Setting Doesn't Activate For Users With AMD Hardware
Enabling the "Limit Framerate" option in the Settings Menu doesn't restrict or limit the game's frames per second as intended. Current investigations show that the issue is isolated to users with AMD hardware and was likely introduced in the January 29th Major Patch.
